Nara Prefectural Police have arrested a 43-year-old female company board official on suspicion of indecent behavior with a 17-year-old boy she met on a social networking site.
According to police, the unidentified suspect, who lives in Tokyo’s Minato Ward, was arrested on Monday for allegedly violating Nara Prefecture’s juvenile protection law, Fuji TV reported. The incidents occurred between Dec 30 and Jan 4 at a hotel in Nara City.
Police said the woman and the youth, who lives in Nara Prefecture, became acquaintances on Facebook in October. The case came to light when one of the the boy’s guardians consulted with police after he repeatedly stayed away for four days and said he was hanging out with a friend.
The suspect has denied the indecent behavior allegation by claiming she didn’t know the boy was under the age of 18.

necessary life counseling and rehabilitation for the victim;
victim’s loss of educational opportunities; and,

I speak from experience when I say there's nothing indecent about a 17 year-old boy enjoying sex, as long as his partner is the same age, or older. Older women, especially in their 40s can be very sensual. But, that's only my experience. Probably the opposite of all those young Japanese males out there who are traumatized by the very idea of sex, regardless of whether they're 17 or 25.

@zichi - you'd be surprised what today's teenagers are doing... some even put Rabbits to shame. The hormonal explosion at that age in some is Nuclear, and Sex if it can be found is an alternative to Sport (if not in addition to...). The best action from Parents, is to engage, and encourage safe Sex, cautiousness over who with, and to continually monitor behavior to ensure they're not being taken advantage over.

I would think this women provided more than the parents did, out side of physical pleasure. If you don't take care the needs of the person you are caring for they will become easy prey for someone who will promise them and give them what they are seeking. In other words men/women if you don't take care of one's needs they will go out and find someone who will.

Not by Japanese laws. It's not for that she was arrested. 17 is well over consent age, which is 13. She is not his teacher, boss, so a consensual relation can be legal. It's probably "mamakatsu". She paid him, and it's considered as underage prostitution.
The indecency possibly includes gambling, alcohol, drugs, pornography or that she made him enter fuzoku-rate hotels and clubs, as all that is forbidden under 18.

The law states that coitus with a non-acquaintance is illegal. Being Asia, there are various loopholes to get around this illegality, but nevertheless, prostitution IS defined as being illegal in Japan. Sex with minors will also against the law in every prefecture in the country, and will get you arrested. Again, there are sometimes loopholes, such as permission from the parents after a certain age, nevertheless, sex with minors IS defined as being illegal in Japan.

I'm shocked by how many people are saying that there is nothing wrong with this situation. It should be treated in the same way regardless of gender - that's how the law has to work if we are to protect underage teens from sexual predation by older adults.
Exceptions cannot be made based on whether they enjoyed it, asked for it, or whether they felt mature enough or in control, or whether it did not harm them psychologically. Such exceptions would thrown the entire law into doubt and make it all the more difficult to prosecute cases where there was harm.
The fact remains that young people don't have the psychological maturity to handle sexual relationships where there is a power difference, and any older person who would ignore that fact is someone who is willing to take a chance on doing harm to a young person.
I believe that teens should have some measure of sexual independence, but it should be within their own age group.
And I can't believe it is me who has to point this out - how ironic - but not all woman are loving, caring sexual partners. Some women are cruel, dishonest, and manipulative, and would not obey the "campsite rule," i.e., to leave a partner better off than you found them. I'd think this would go without saying, but apparently stereotypes win out over common sense.

Look, older people have life experience to draw on, as well as the maturity that comes with age - meaning that it is not at all difficult for an older person to take advantage of and manipulate a younger person. Older people also have money, i.e., financial independence, as well as a much higher level of freedom than younger people. That means an older person can use their money as leverage, or have the ability to move in society in a way that younger people cannot. An older person is also more likely to be believed and taken seriously; a younger person doesn't have freedom of mobility and may not be able to leave the situation the way an older person can.
These are the reasons cited by psychologists that have been instrumental in getting laws passed that protect children and young people from sexual predation by older adults.
You can cite exceptions, as there always are exceptions; and this boy might himself be one of those exceptions. However, these facts remain.

What about a 17 year old boy having Sex with a 10 year old Girl ? Both are under age, or a 10 year old boy having sex with a 17 year old Girl... again both underage - the former seems a bit more questionable than the latter though, doesn't it ?
I think, that the Sex Laws need revising a total overhaul. Prostitution is common-place here in Japan, but discrete, even though as @zichi says, it's illegal... though should it remain so ?
Different people will have different views upon these matters, perhaps if they are Religious, have a Daughter, or whatever.... everyone should realize that Kids during the pubescent years will be very inventive towards bypassing those rules. So the key is, to not distant them from yourselves, and to engage them Positively, make them, want to come to you for help, rather than trying to avoid you at all costs....
I'd be interested to hear input from any Dutch people here, as apparently Holland has the most liberal view within the World these days....
