Half will participate in a 7-week health survey.

So, that's another 7 weeks waiting period for he rest of the population.

Counting: mid February plus 7 weeks = some time in April. Check the results, another week or maybe 2. Holding a couple of meetings, considering stuff .... another week or two. Which brings us to some time in May. The next folks in line will get their shots (maybe) and the "regular population" will be up some time in August / September. Nice time span. If everything works out the way it's supposed to be. Well done, Japanese government! (NOT!)
