Considering only those with symptoms are getting tested, a few hundred out of a few thousand tests is not very high.

Yes we'll, that has always been the problem here hasn't it...one has to have serious symptoms for a period of time before they can get a free test, unlike other " developed" countries that conduct widespread testing to truly grasp the spread. So all the light symptom and asymptomatic cases are slipping through here. But that's OK as long as Japan " beat the virus" and " safety Olympics can be held....as we know the final decision is due in March.
